With thousands of employees, tenants, and visitors across its London sites, maintaining consistent communication and security standards is vital to ensuring a safe and efficient environment for everyone ChallengeAs a long-term partner since 2018, 2CL has supported British Land with reliable communications across its London portfolio. In 2025, 2CL carried out a review of the existing radio systems to assess performance, resilience, and alignment with day-to-day estate and security operations. British Land required a fully managed, future-ready solution that could enhance communications across complex urban environments, while maintaining consistent standards and minimising operational involvement for its estates and security teams. The review considered how newer digital technologies could achieve this and improve clarity, coverage, and functionality. Based on these findings, 2CL developed a set of recommendations while ensuring the network could be refreshed in a planned way with minimal disruption. The new design also reused compatible components where possible, to create a sustainable, cost-efficient solution. |
AT A GLANCE Industry: Facilities Management |
“Managing multiple sites in such a busy, built-up environment demands absolute reliability, and that’s exactly what this new system delivers. Our teams communicate seamlessly across every location, with full visibility from the control room. The integration between radios, software, and body cameras has made coordination faster, responses sharper, and operations safer across the entire estate.”
— Barry Blackmore, Security and Business Resilience Manager, British Land
Solution
2CL took a phased, site-by-site approach, ensuring each location would benefit from the technologies deployed.
At Broadgate and Regent’s Place, the existing digital radio systems were refreshed to enable British Land to take full advantage of the enhanced performance and functionality offered by Motorola’s latest R7 radios, including improved audio clarity and usability in busy urban environments.
Norton Folgate, a newer addition to the portfolio, was equipped with a full Motorola digital radio solution from the outset, built around R7 radios to provide a consistent communications experience across sites. A similar approach has been taken at Canada Water, where a Motorola R7-based system has been deployed, with further expansion scheduled as parts of the campus progress through ongoing construction phases. Plans also cover a refresh at Paddington Central.
The new MOTOTRBO R7 premium radios replaced legacy DP4801e models, to deliver crystal-clear audio, advanced noise suppression, and feedback cancellation to ensure consistent, reliable communication even in the busiest mixed-use environments. Rugged and waterproof, these radios are built for daily use across large urban estates and feature extended battery life for long shifts.

To strengthen coverage and reliability across British Land’s extensive portfolio, Motorola SLR repeaters were deployed to ensure seamless communication between teams working in underground areas, courtyards, and multi-storey office buildings.
Most sites also benefit from TRBOnet Enterprise – the software intelligence layer that powers the system. Acting as the central command platform, TRBOnet gives control rooms real-time visibility of operations across multiple locations. It enables event logging and voice recording for compliance, job ticketing to coordinate tasks, and alarm and lone worker monitoring for rapid response.
To complement the radio system, VB400 body-worn cameras have been introduced for security personnel. Fully integrated with Motorola’s Video Manager platform and the control hub, they provide post-incident review, giving operators first-person insight during investigations. Features such as pre-recording, and peer-assisted activation, ensure that crucial moments are always captured. Together, these technologies enhance situational awareness, strengthen accountability, and support a faster, more coordinated response to incidents across every site.
Management and Support
2CL manages the entire system on behalf of British Land, including Ofcom licensing, firmware updates, and ongoing maintenance to ensure the technology continues to operate at peak performance.
Outcome
The upgraded multi-site networks have transformed communication and coordination across British Land’s London portfolio. Teams now benefit from the latest technologies that give them clear audio, fast response times, and full visibility of incidents in real time.
This infrastructure upgrade reflects British Land’s continued confidence in 2CL as its trusted technology partner and demonstrates our commitment to delivering integrated communication and security solutions that evolve with client needs.
